Dr. Hector Ortiz is the Program Manager for Diversity and Inclusion at Penn State Health System, as well as President of H & R Communications and Consulting Services. Previously, he served as Senior Director of Community Engagement and Partnerships, Office of Advancement and Strategic Initiatives, at Central Penn College, and was also an assistant professor and Director of Graduate Studies there from 2015 to 2020. From 2011 to 2015, Hector was Director of the Office of Health Equity, Pennsylvania Department of Health. He has also worked as a community liaison and contract manager at Dauphin County Human Services.
Hector is an inspirational speaker and a consultant in diversity, leadership development, communication, and community outreach. He is a Toastmaster and has served as club president as well as Area and Division Director in District 38. The author of The Creative Energy of Positive Thinking: A Basic Approach to the Genuine Concept of Happiness, he is also in the final steps of publishing another book: Six Assets to Grow Personally and Advance Professionally.
Hector has served on the Keystone Service Systems, Inc. Board for nine years and appreciates Keystone’s compassion, commitment, and intentionality in serving all people who may need the many human services it provides.
Hector holds a bachelor’s degree in civil engineering, a master’s degree in diplomacy, and a doctorate degree in international relations from Guayaquil State University. He also received an honorary-causes doctorate degree in public service from Central Penn College in 2011 and obtained the Highest Toastmaster Educational Award, the Distinguished Toastmaster (DTM) recognition in 2018. Hector is a leadership Harrisburg Area graduate, class of 2005.
