Terri  Slocomb retired from the Pennsylvania Commonwealth after a distinguished 18-year career at the Pennsylvania Higher Education Assistance Agency (PHEAA), where she held significant roles as vice president of IT and program manager for federal programs. Terri managed the development and enhancement of key systems for loan guaranty, loan origination, consolidation, federal servicing, and the PA grants program. Her leadership also included overseeing the data conversions necessary for system rewrites and heading a two-year modification project to enable PHEAA to perform as a federal student loan servicer. Additionally, Terri spent 18 months at the Pennsylvania Public Utility Commission, serving as an energy advisor to Commissioner James Cawley.

In addition to her work within PHEAA, she was a member and executive director of the Kathy Harty Gray dance company in Northern Virginia, a resident company of Northern VA Community College. Terri received her Bachelor of Arts from Mary Washington University and holds a Project Management Professional certification.

With 11 years of service to Keystone Human Services (KHS), she is deeply committed to its mission, recognizing its vital role in strengthening individuals, families, and communities. As a parent and grandparent, Teresa values the unwavering focus, commitment, and fulfillment of KHS’s mission in supporting the people accepting its services.

A strong advocate for the mission of KHS, Terri’s leadership and professional background have been invaluable in her board role, where she continues to contribute to the organization’s impactful work.
